Joanna Perry joined the Institute for Crime and Justice Policy Research (ICPR) as an Associate Research Fellow in September 2015. She is an independent consultant, working with international organisations, governments, and NGOs across Europe and the UK to strengthen understanding of, and responses to, hate crime. Joanna is currently Senior Research and Policy Advisor at the Facing Facts Network, a leading organisation specialising in hate crime and hate speech practice, with a focus on multi-stakeholder approaches that bridge public authority and community sectors.

From 2013 to 2020, she taught courses on hate crime at Birkbeck, University of London. Her previous roles include Criminal Justice Policy Lead at Victim Support, Policy Adviser on hate crime and equality at the Crown Prosecution Service, and Hate Crime Adviser at the OSCE Office for Democratic Institutions and Human Rights (ODIHR). She also worked as a Disability Advisor for the UN Office of the High Commissioner for Human Rights (OHCHR) in Cambodia.

Joanna has published on disability hate crime and on the application of the hate crime concept to support efforts to address targeted violence in diverse country contexts. She holds a BSc in Psychology from the University of Bristol, a Graduate Diploma in Law from the College of Law, a Master’s in Research in Law from Birkbeck, and a Postgraduate Diploma in Online and Distance Education from the Open University.
